GamStop and No KYC Casinos: Where the Scheme's Reach Ends and the Operator's Terms Begin

GamStop is a limit with a fixed term and no early exit, and it reaches exactly as far as the Gambling Commission's licence does. A no KYC casino sits outside that licence by definition, because the licence requires identity to be verified before play, and so it sits outside the scheme by the same fact. The phrase "not on GamStop" describes that position; it does not describe a service.

This page sets out the scheme as its own site states it, the licence condition that makes membership compulsory, the reason a no KYC casino cannot be inside it, the Commission's description of operators marketed as outside it, and the limits that do reach such operators: a blocker on the device, the operator's own tools where offered, and the figure decided before any asset is bought. It is written for a reader who wants the limits mapped, and it has one paragraph for a reader who has already self-excluded.

The scheme, as its own site states it

Great Britain's national scheme for self-exclusion from online gambling is GamStop. A not-for-profit company, The National Online Self Exclusion Scheme Limited, operates it, and signing up costs nothing. Each player picks a term of five years, one year or six months, and no exclusion can be cancelled early. Every site and app holding a licence for Great Britain falls within its reach. The scheme reports more than 614,000 registrations, over half of them for the five-year term, and 16 % growth over the first six months of the year.

Read as a limit, which is how this site reads everything, the scheme has three properties no operator's own tool shares: a fixed term, no early exit, and a reach that covers every licensed site at once.

The fixed term is the one players underrate: a limit that can be lifted on a bad evening is a setting, and a limit that cannot be lifted until the period ends is a brake, which is why the scheme's own design refuses early cancellation and why the operator tools in the last section are weaker exactly where they allow it. Those are the properties that make it a brake rather than a setting, and they are the properties that stop at the licence boundary.

The condition that makes membership compulsory

Every online operator licensed by the Gambling Commission has to take part in GamStop, the national self-exclusion scheme. This duty is one of the social responsibility code provisions in the licence conditions, in force from spring 2020, and no licensee can opt out. The same licence conditions require age to be verified before any deposit and identity before gambling, which is the clause a no KYC casino cannot meet.

The two conditions travel together. An operator inside the licence verifies before play and belongs to GamStop; an operator that defers verification is outside the licence and outside the scheme. There is no licensed operator that defers, and there is no no KYC operator that is a member.

Why a no KYC casino is outside the scheme

Section 33 of the Gambling Act 2005 makes it an offence to provide facilities for gambling without an operating licence, punishable by up to 51 weeks' imprisonment and a fine, and the point-of-consumption provisions apply that to any remote operator abroad that knows, or should know, that people in Great Britain use its service.

According to Commission guidance, holding a foreign licence gives an operator no right to serve consumers here. A no KYC casino holds a licence from Curaçao, Anjouan, Tobique or similar, or none a register records, and is therefore outside the Commission's licence; the scheme's reach ends where the licence does.

  • Gambling Commission licensee — Verification: Before play · GamStop: Member, by licence condition · Why: Both are conditions of the same licence
  • No KYC casino, overseas licence — Verification: At withdrawal · GamStop: Not covered · Why: Outside the licence, so outside the scheme
  • No KYC casino, no licence found — Verification: At withdrawal · GamStop: Not covered · Why: The same, with nothing behind it

The Act names no offence for the adult player who uses an operator outside the licence, and gives that player no protection; the Commission's report on illegal online gambling lists what such sites typically lack, age verification among them, and records withheld payouts among the outcomes.

The Commission's description of operators marketed as outside the scheme

"Not on GamStop" is a marketing phrase, and the regulator has described what it marks. In January, addressing an industry conference, the Commission's executive director described sites sold on that basis as illegal online casinos aimed at people who have decided to self-exclude. Commission research on illegal online gambling found search engines to be the chief way players find such sites, while people self-excluded with GamStop came to them disproportionately via social media.

Enforcement data from the Commission show the same market from the other side. Across nine months of last year, April to December, it sent 592 cease-and-desist notices, got 203,571 URLs taken down and saw 627 sites shut or geoblocked. For a player, this works as a limit on time. Any operator in our list could become impossible to reach from the United Kingdom with no warning, with money still in the account, and only its own terms decide what then happens to that balance.

No card on this site carries the phrase "not on GamStop", and nothing here points to a way past the scheme. Under the advertising rules we follow, gambling must not be aimed at vulnerable people, and nobody fits that description more plainly than a reader who has self-excluded.

The limits that reach where the scheme does not

A blocker on the device. Installed on a phone or computer, Gamban and BetBlocker stop gambling sites and apps from loading on that device, regardless of who licenses the operator. UK residents can use both for free, and GamStop's support page lists them. No other outside limit reaches a no KYC casino.

The operator's own tools. Some operators put self-exclusion, a cooling-off period or a deposit cap in the account area; whether they do is their choice. Any of these holds the operator only to the extent its terms say, and applies to that operator and no other. The cards record whether the settings exist and whether they work without a request to support, because a limit you have to ask for is not a limit.

The amount decided before buying. On a crypto route no bank stands between player and cashier. Ten banks on the Commission's list offer gambling blocks, and these work on card payments to gambling merchants; all the bank sees on a crypto route is money going to an exchange, with nothing visible after that. Setting a figure at the outset and buying exactly that much is the only limit present at each step of the route, and the only one independent of any operator's terms.

  • GamStop — Reaches a no KYC casino: No · Fixed term: Yes · Operator can remove it: No
  • Gamban or BetBlocker — Reaches a no KYC casino: Yes, on the device · Fixed term: Set by you · Operator can remove it: No
  • Bank gambling block — Reaches a no KYC casino: No · Fixed term: Set by the bank · Operator can remove it: No
  • Operator's own cap or self-exclusion — Reaches a no KYC casino: Where offered · Fixed term: Operator's terms · Operator can remove it: Yes, by changing its terms
  • Amount decided before buying — Reaches a no KYC casino: Yes · Fixed term: Set by you · Operator can remove it: No

How the cards record it

The cards have no GamStop field, since it would only repeat the regulator line: any operator with a Gambling Commission licence on its card belongs to the scheme, and none in the no KYC market does. Instead the cards carry a limit-tools field, recording whether the account offers self-exclusion, a cooling-off period and a deposit cap, and whether the cap applies at once and can be lifted only after a delay.

A cap that can be raised instantly is recorded as absent, since it limits nothing. The same test applies to self-exclusion offered by an operator: a self-exclusion that support can lift on request the next day is a setting with the word exclusion attached, and the card records it only where the terms give it a term that the player cannot shorten.

For a reader who has self-excluded

If a no KYC casino takes your deposit, it is outside the scheme you joined. Beyond that, this page has nothing to tell you, and the only description of such operators it offers is the Commission's own. On GamStop's support page you will find Gamban and BetBlocker listed as free device blockers, plus a phone line for the betting-shop scheme.

GamCare runs the National Gambling Helpline on 0808 8020 133: free, confidential and available day and night, by phone or chat. GambleAware keeps a list of local services. For free debt advice, call StepChange (0800 138 1111) or National Debtline (0808 808 4000). Gambling in Great Britain is restricted to people aged 18 and over.

Frequently asked questions

Does GamStop block no KYC casinos?

No. GamStop reaches only sites holding a licence for Great Britain. A no KYC casino is licensed somewhere else or nowhere, since a Gambling Commission licensee has to verify you before play and so cannot operate that model.

How long does a GamStop exclusion last?

You pick the length when you sign up: six months, twelve months or five years. Once set, it runs to the end of that term with no early cancellation. Signing up costs nothing.

Is a casino outside GamStop a loophole?

No. It is simply an operator with no UK licence. The executive director of the Commission has called sites promoted as being off GamStop illegal online casinos that go after people who opted to self-exclude.

What limit reaches a no KYC casino?

Three things: Gamban, BetBlocker or a similar blocker installed on your device, free for UK residents; any deposit cap or self-exclusion the operator's account area provides; and a sum fixed before you buy any asset. Bank gambling blocks cannot see a crypto route.

Can I set a self-exclusion at a no KYC casino itself?

Only if the account offers one. Its force goes no further than the operator's terms, and no other operator is covered. Each card notes whether the setting exists.

What does the Commission do about these operators?

Over April to December last year, the Commission sent 592 cease-and-desist notices, got 203,571 URLs taken down and saw 627 sites shut or geoblocked. Any such operator can drop out of UK reach with no warning while your money is still in it.

I have self-excluded. What should I do with this page?

Go to the final section and read no further. A no KYC casino willing to take your deposit sits outside the scheme you signed up to; it does not get you round it. The helpline listed there is free, day or night.
